Site Assignments: The field is set for the 2024 O'Day Qualifiers. Everyone should know where they will be sailing by now, but here is the link to the site assignments
Tech Score: Here are the links to each regatta site on Tech Score. Today is the day to make sure that all of the sailors that you plan to use are listed in your team database in the NESSA directory. If they are in there today, they should appear in the Tech Score Data base by tomorrow.
Sailing Instructions are now posted on the O'Day Quals website. You will notice that they are purposely short. That is because a lot of information is already captured in the ISSA Procedural Rules. Coaches should have a working knowledge of this document. If you are confused, ask the NESSA Rep at your site. Ther are certain things that trip up even veteran coaches in the ISSA Procedural Rules.

NESSA Reps: The NESSA Rep is the Liaison between the coaches and the RC. If you have questions, comments, or concerns, need help filling out your RP forms, questions on substitutions, etc., they are the first person to ask. For this weekend, these are the NESSA Reps.

Selection for Presidents Trophy: This is the final weekend of racing before Selection to the Presidents Trophy next weekend. Members of the coaching poll panel will be submitting their rankings on Sunday evening. Therefore, is it incumbent on all coaches vying for selection to make sure they their scores are posted. Anything missing can be submitted to me asap.
The O'Day qualifiers are next Sunday (4/28) in five locations around the district. Here is what you need to know.
Your site assignment is listed on the second tab of the "entries" post.
Schools listed in Green have met the requirements to compete. School still listed in white have not. Most likely, those in white have not crossed the "three meet/regatta" threshold yet. If you represent one of those schools, please reach out to your League Representative for guidance.
Three sites have activated their Tech Score pages. Two others are expected to be active in the next 24 hours, That site will be your first choice for questions regarding next Sunday. Please check for any special site specific information (parking, food, etc.) that may be posted for your site.
Database and Tech Score.
All of your sailors should be entered in the NESSA Database prior to the weekend, so that it has time to "shake hands" with the Tech Score Database.
Your Tech Score account should already be active. Questions concerning Tech Score are handled through the ISSA office located in California. The office is not open on weekends, so if you wait until Saturday to troubleshoot, you will be out of luck.
There are penalties for improper or missing Race Participation (RP) information that are outlined in the ISSA Procedural Rules.
Withdrawal:
The deadline to withdraw from this regatta without penalty is 0930 on Friday April 26th.
Penalties for late withdrawal are listed in the NESSA District Rules (Article L).
Schools are probation should pay careful heed to their obligations. The up-to-date NESSA Probation List can be found here.

Coop Teams and 8th Graders: In accordance with ISSA PR 1.2 (b) "All competitors must be full time students, in the 9th grade or higher, of the school they represent, and subject to the academic and disciplinary requirements of that school. A student is considered to be in his or her grade for the school year, including past graduation or advancement to the next level, until the new school year starts."
What does this mean:
For NESSA Fleet Racing Championships and qualifiers to NESSA championships (O'Day, Herreshoff, Healy), this rule is in place.
For NESSA Team Racing Championship (Presidents trophy) and NESSA Team Racing Tournament (Terk Trophy), this rule is in place.
The NESSA "gray area" involved dual meets that are used to establish a record for consideration to the NESSA Teams (Presidents and/or Terk). The default is that this rule is in place. However, each dual meet is an individual contract between the two schools. If BOTH schools agree BEFOREHAND to change the rules and count the scores, they can.
Finally, those running their own regattas (where NESSA is not the OA) can establish whatever rules they want so long as those rules are announced beforehand, usually in a Notice of Race and/or Sailing Instructions

A reminder about NESSA District Rules
Article K, section 2 (d): "Schools must sail at least three scheduled meets or regattas prior to the championship between two or more schools in the season that the championship is being held (fall or spring)." Schools that have crossed this threshold are highlighted in Green on the site assignment page. Data is captured from the NESSA Team Racing Scores and Tech Score m- Spring 2024. If there is data outside of these sources (FNL, PBR, etc.), please share it with me. The goal is to get each school registered over this important safety threshold.
Article L - Failure to Compete: Schools have until 48 hours prior to the regatta report time to withdraw from a regatta penalty free. Schools that withdraw within 48 hours are put on probation for two years. School that violate this District Rule while on probation are barred from ALL NESSA REGATTA for the next year. Article M - Trophy Winner Responsibilities: The following schools are put on notice that they are responsible for bringing the NESSA trophy to the regatta. Consequences for failing to do such are outlined in the District Rules.

3. Team Race Scores: With Team Racing competitions starting as early as this weekend, let's take a moment to reminder & educate every one of the protocols for reporting a Team Race score. (From the Rankings Page of the NESSA Website).

Team Racing Schedule: If you are registering for the NESSA Teams (Presidents and Terk), you need to submit your schedule on the official TR Schedule Form (an excel document). See Carl's email for further clarification.
Regatta Fees: Registrations are not complete until regatta fees are paid. Payment should be through the NESSA PayPal Portal. You can pay each one individually ($25 for O'Day, $25 for Herreshoff, $40 for Teams consideration) or you can send in one fee ($90) for all three Regattas. Don't pay the $100 Teams selection fee ($100) until your school has been selected.

This form is to purchase used PCISA CFJ Sails. These sails were purchased by PCISA in 2018 from North Sails and used as the District Racing Sails (#'s 43-64) through fall 2023 (note: these sails were not used at all from March 10, 2020 until May 1, 2021). They are still in very good to excellent condition. New sets of North CFJ Sails currently retail for more than $1500++ (plus tax & shipping). Money from the sale of these sails will help fund the purchase of new PCISA District CFJ sails. These sails can be picked up from the US Sailing Center-Long Beach, CA, immediately (with Appointment).
Use of this form to purchase sails requires immediate payment by Credit/Debit Card. Sales are final. Based on the timestamp of Card processing, these sails are sold on a 1st come, 1st serve basis until 22 sets are sold. If more than 22 sets of sails are sold before this order form is disabled, purchasers with later timestamps will be refunded.
Note: Purchasing Organization must directly support PCISA Member School Sailing Teams.
Initially (until further notice), a PCISA Member Team may only purchase up to three sets of sails. A supporting organization may only purchase up to three sets of sails per Current PCISA Member Team that it supports. If there are still sails available these sails will be offered to teams/organizations that note in the form below that they would like to purchase additional sails.

Tabor Academy finished second at the Roy Williams Invitational yesterday and earned the 4th NESSA berth to the Fall ACCs along with Barrington HS (Casco Bay Open), The Brunswick School (NESSA Fall Funfest), and St Georges (Arnold Brown Regatta). All four schools are reminded that registration closes today at 5 pm.
The ACCs also have a few at-large berths available. If your school did not earn a berth and would like to be considered for an at-large berth, fill out this form by 5 pm today as well.
The C420 Team Race Midwinter Championship event is being hosted at Clearwater Community Sailing Club, December 16-17, 2023. Sailors who are interested should check out the NOR. This regatta should be similar to the wildly popular CJ Buckley regatta.

Recap from the weekend. The weather delayed Arnold brown Regatta was won by St. Georges, which qualifies them for the 3rd NESSA berth at the Fall ACCs along with Barrington HS (Casco Bay Open) and The Brunswick School (NESSA Fall Funfest). NESSA's final berth will be decided at the Roy Williams Invitationals sailed at St George's this Sunday (10/22).
Roy Williams Regatta: Roy Williams and I started our coaching careers in NESSA in the late 1980s. Roy was out at the Kent School, taking over for the legendary Tim Scott, before moving to St George's in the early 1990s to take over for the legendary Steve Leslie. Roy coached SG to two Baker wins (2008 & 2016), several NE Team Racing (1998, 2003, 2006, 2008, 2014, 2015, 2016) and Fleet Racing (1998, 2003, 2005, 2008, 2017) Championships, and many more podium finishes in his 35+ year coaching career, I always enjoyed the intense competition against Roy's teams as they often brought out the best in both teams.. A legion in his own right, Roy stepped away from coaching in June. This regatta in his name is a wonderful acknowledgment of his contribution to the sport of High School Sailing not only on a national stage but in New England and at St George's too.

Congrats to the Brunswick School for winning the NESSA Fall Funfest (Gleekman Trophy) and earning the second NESSA berth at the Fall ACCs. Barrington HS secured the first berth with its win at the Casco Bay Open in early September. The final two berths will be distributed at the delayed Arnold Brown Regatta on Martha's Vineyard (Oct 14) and the Roy Williams Invitational at St. Georges (Oct 22).
7th and 8th graders:
One of the items on the ISSA Annual Meeting agenda this Friday is a discussion regarding 7th and 8th graders. For some historical context, when I first started coaching, 8th graders were allowed to compete in high school sailing so long as "the school had an 8th grade in the school." (think Belmont Hill or Barnstable HS, but not a school where the 8th graders were in a different school building in the district). The board adjusted the threshold to its present language of "9th grader or higher" in the early 1990. Nationally, there has been a 7th & 8th graders creep into local regattas - not national regattas or national qualifiers - with different districts allowing different things at the district level. The Board wants to codify expectations. If you have thoughts on 7th and 9th graders, please feel free to share them with me before 0800 et on Friday.

2. Two regattas on the slate this weekend:
Both are over-subscribed, so if you are on the registration list and your plans have changed, an early withdrawal is appreciated. For the GOR Q withdrawal before 0930 on Thursday 9/26 can be done without penalty. Schools on the posted NESSA probation list should take note.
The annual PCISA Girls Invitational regatta will once again be hosted at Mission Bay Yacht Club in San Diego. Check out the Notice of Race, and invited teams can register online.
Weekend Update:
Due to Hurricane Lee, Both the Arnold Brown Regatta slated for Martha's Vineyard in Saturday (9/16) and the NESSA National Keelboat Invitation Qualifiers at SailMaine on Sunday (9/17) have been postponed.
The NBKI will be Sunday Sept 24 (Yes, this will conflict with day 2 of the Healy).
The ABR will be Saturday October 14.
Schools that are registered for either regatta who can no longer attend have should notify the host asap so that schools on the wait list may participate if they are able.

First fall regattas (Casco Bay Open) is this Saturday. In order to compete, you need to have an active Tech Score account. These can take 24 hours to set up.
So, coaches, advisors, parents and friends. There is a lot of do to stand up your program for the season. Today is the day to act; Friday evening may be too late.
3. PCISA Girls Regatta:
For those who are interested in attending the PCISA Girls Invite, the NOR is attached. NESSA has three berths that we need to commit to by 1700 PDT Monday, September 18, 2023
If you are interested in representing NESSA, email me before Sept 18th. If there are more than three schools registered, the NESSA Officers will make the final decision.

The best and quickest way to pay dues is through the NESSA PayPal Portal.
Dues and forms are being sent to Bottom Line Bookkeeping in Hyannis. This is the company that we started using eight years ago. If you have a Centerville address or a Hyannis address in your files, those locations are no longer valid, and checks sent there will not be received.
If you need updated W-9 information, please e-mail and I will have the bookkeeper send you the appropriate documentation.
For the Fall, dues must be received prior to competing in any high school regattas.
For the Spring, dues must be received by our Annual Meeting. Schools that do not pay dues by that date may be excluded from NESSA regattas including New England Championships and National qualifiers. Furthermore, there is an anticipated dues increase starting in November. To take advantage of the past year’s pricing, dues must be received before the Annual Meeting.
B. COMMUNICATION:
Further communication from NESSA this year will come via e-mail and/or be posted on the NESSA website. It is a membership requirement that at least one person from each program is on the list, but we encourage all athletic directors, student activity directors, coaches, advisors, sailors, and their parents to join the NESSA email list.

COMMUNICATIONS
A few years ago, we shifted more of the responsibility for communication and scheduling to the League level. For those who don't know, MISSA is made of three leagues -West (MN/WI), Central (IL/IN) and East (MI/OH). Each League should have an active League Committee that coordinates scheduling and communication within that area. This has been working better in some areas than in other, and our goal for this year is to get a strong, active, and proactive League Committee in each area.
At the same time, we intend to work to improve communications from the MISSA District Committee. Several areas of improvement (website, scheduling visibility, social media presence) have been pointed out over the summer and we are working to address those. Meanwhile, you can all expect weekly updates through this mailing list. Please stay tuned.
Regrettably, we ended up not having an annual district meeting last school year. Under our new structure, these should take place in the spring. This year we will hold district wide meetings in both the fall and the spring and allow attendance by zoom. The fall meeting will be the weekend of Great Lakes Championships. Look for an official announcement next month.
FALL SCHEDULE
The official MISSA schedule is on our website. We are still looking for a host for a second Open Great Lakes Qualifier the weekend of October 14-15. If you can host a Tier 2 that weekend, please step forward! Look for another email later this week with some additional important information about fall qualifiers and looking for hosts for some spring events.
We would really like to see more local regattas scheduled, so if you are thinking of hosting, please let us know. (Our unofficial draft planning schedule is always visible at tinyurl.com/MISSA-schedule, but until we get NORs from the hosts, it isn't official.)
TEAM REGISTRATION
Team registration opened August 1, and many of our teams have registered, but if you haven't, please do so right away at registration.hssailing.org. If you are new to the process, start by looking at the MISSA Team Admin Manual. It gives step-by-step instructions for getting your team info updated on both the ISSA registration page and TechScore.
DUES
MISSA Dues of $125 per team can be paid via the PayPal link on the registration site. The dues cover the entire school year, not just the fall season. We lowered dues to $125 (the lowest of any district in ISSA) in 2016 and have not raised them since. Schools that have only one or two sailors and will not participate in any qualifiers may use the dropdown menu to select the reduced dues of $100 per MISSA Rules 2.3.

Regatta hosts, please submit draft NORs to your League Rep and me as soon as possible. We shoot to get NORs posted at least 30 days ahead of time, so we'd like to get these from hosts as soon as possible.

When you talk with Tim Hogan, he will tell you one of his greatest accomplishments is helping his four children become top sailors. He told the Los Angeles Times, “I think the best thing about sailing for me has been watching my four children (Casey, Patrick, Matthew, Scott) enjoy the sport as much as I did.”
Since 2005 he has been President of the Interscholastic Sailing Association (ISSA). In the process he has become the champion of building interscholastic sailing in the United States. Hogan and his Board virtually doubled the roster of teams over the past twenty years from about 330 until at the end of 2022 there were 626 high schools with competitive sailing teams. Many of the high school sailors go on to compete in intercollegiate sailing. These young sailors spend their future lives racing and spending time on the water. Hogan has made a vital contribution to sailing in this country. Tim says, “My initial inspiration for growing high school sailing was my four kids. It quickly became apparent that this was an incredible opportunity to grow youth sailing.
Tim Hogan grew up in Newport Beach, California. He improved his sailing skills as a youngster racing the popular Snowbirds and Sabots out of the Newport Harbor Yacht Club. He went on to University of Southern California and was a three-time All American sailor. His team, including Argyle Campbell, Susan Barneson and Cynthia (Cece) Cotton, won the Intercollegiate North American Championship in 1970 in a highly competitive regatta in Madison, Wisconsin. Hogan was named College Sailor of the Year in 1969. In 1970 he won B Division at the nationals.
Professionally, Hogan has had a long career in real estate in Southern California. He was president of Warmington Homes and continues to consult on real estate projects. He has been successful racing offshore yachts taking Line Honors in the 1969 Trans-Atlantic Race aboard Kialoa II. He was a podium finisher in the Congressional Cup and won the 1972 US Match Racing Championship. In 1985 he became Chair of the California Interscholastic Sailing Association (CISA). During his time as Chair, Roy Disney, made a substantial contribution that helped build an important training facility in Long Beach, California. CISA hosts an annual racing clinic that attracts the top coaches and aspiring young sailors from around the country. An impressive roster of CISA participants have gone on to race in the Olympic Games and win many World Championships.
Hogan’s contributions to the sport of sailing, both on the water and off, have had a significant impact on the lives of countless young people who have discovered their love for sailing under his leadership.

It was a great weekend of Girls racing at CBC, MMA, and Sail Newport. Thanks to all who made it happen and congrats to St George's for winning the Herreshoff Trophy for the third time in a row (2023, 2022, 2019).
Our thoughts turn to next weekend: Good Luck to St George's, Greenwich HS, and Hotchkiss, who are representing NESSA at the Mallory, and to Barrington HS, Milton, & East Greenwich who will be sailing at the P. King Memorial.

St. George's, Tabor, East Greenwich, and Greenwich HS head to Sharon where the Eagles will play host to schools from MASSA, MISSA, and NWISA at this weekend's NIT regatta. NESSA Teams (Presidents and Terk) Wrap Up: t was a great weekend on the Charles for the NESSA Teams. Congrats to Brunswick School for winning the President's Trophy and qualifying to represent NESSA at the Baker. and to East Greenwich HS for winning the Terk and qualifying for the NIT. Congrats as well to The Hotchkiss School who also qualified to represent NESSA at the Baker and to St George's School and Tabor Academy who qualified for the NIT.
Big thanks as well to Gary Warden (Sharon HS) for running both events, MIT for hosting, Roger Rawlings (Ex NESSA President) for being PRO, Andrew Nugnes (ex NESSA President) for being the CHUMP, and to all the other race official and umpires to helped make the regatta flow smoothly.

1. NESSA Spring Championships: Registration window for NESSA Spring Championships closes on April 1 at 2359. To check your school's status, click the link below. Remember, payment must be received for registration to be valid. There are a number of schools that have either yet to pay regatta fees or pay your 2022-2023 NESSA membership fee. April 1st is the last day to complete this task. After that, you will be removed from the registration list. I understand that this is new for some of you (parents trying to figure out what you need to do for the first time). AFTER reviewing the registration list for reach regatta, if you have questions, ASK!

NESSA will use a website that allows the results for every NESSA school that team races during the spring to be posted. All schools that registered properly for the NESSA Team Racing Championships (Presidents & Terk Trophies) must keep their scores updated if they want to be ranked at the end of the season. Also, schools that signed up for the NESSA Fleet Racing Championship (O’Day Trophy) should use this site to help verify that they have sailed the required three meets or regattas before competing in the championship.

HEALY: Updates on the NESSA Singlehande championship.
CRESSY UPDATE: Under the category of no-good deed goes unpunished, I tried to share the most updated information regarding the Cressy on my e-maul on Friday (9/17. see below). Over the weekend that morphed. Annapolis in November is out. It looks like the Cressy to be held in the Miami. FL area either December 18-19 or right after the Orange Bowl Regatta. I suspect that the number of Laser berths will still be reduced from 18 to 12. NESSA sailors should expect 1 Laser berth at the Cressy. If we get a second (or a third) that would be a bonus. I know this does not help with logistics for families who qualify and I apologies for that. It is my hope that this can be buttoned up soon.

The ISSA Board of Directors is working on major changes to the 2021-22 ISSA Cressy Single-handed Nationals Championships that was scheduled to occur in Seattle, WA on October 30-31, 2021. The event will not occur on those dates at that location. Numerous options are “in the works” and final determination is not expected for at least a couple of weeks. **Due to Covid-19 and the low registrations of schools for the 2020-2021 school year, the ISSA Board voted to use the 2019-2020 Allocations for the 2021-2022 season**
The number of allotted berths for each district equals the number of eligible schools in the district times the number of berths available divided by the total number of ISSA eligible schools.
All districts get at least one berth.
If the integers of the numbers do not add up to the total number of berths available, the allotted berths not assigned shall be assigned in descending order starting with the highest decimal portion of the allotted berths numbers, disregarding berth allotments with zero as an integer.

After a year’s hiatus due to the pandemic, High School Sailing in the USA is back with 19 regattas held April 24-25. Many were qualifying regattas for the upcoming Baker Team Racing Championship, which is slated to be held May 22-23 at Ransom Everglades School in Miami, Florida.
The 2021 season finds Interscholastic Sailing Association (ISSA) able to schedule both the Baker and the Mallory Dinghy Championship and over 250 schools have registered for the 2021 spring season.
The Mallory will be held June 5-6 at The Foundry in Cleveland, Ohio and all seven Districts have qualifying regattas scheduled in May to determine their representatives.
The third High School National Championship, Cressy Singlehanded Championship, will not be held over the 2020-2021 season, but many Districts have opted to hold their own Singlehanded Championship during the spring season.

I wanted to catch you all up on the status of the NESSA Mallory qualifier, which also serves as a qualifier for the P King. When registration closed last night at 1159, there were nine (9) schools that register:
NESSA has three berths to the Mallory. I will check on the number of berths NESSA receives to the P King. The officers are meeting this weekend to sort out logistics. Right now, we are looking venues with enough boats to get both division on the water at the same time and starting competition on Saturday May 22, 2021. We hope to have more information for you by early next week.

After a year’s hiatus due to the pandemic, High School Sailing is back with 19 regattas held over this past weekend. Many were qualifying regattas for the upcoming Baker Team Racing Championship, which are slated to be held May 22-23 at Ransom Everglades School in Miami, Florida
The 2020 season had been cancelled crushing the dreams of seniors headed into their final regattas before heading off to college, but 2021 finds ISSA able to schedule both the Baker and the Mallory and over 250 schools have registered for the 2021 spring season. Seniors as well as all sailors are ecstatic to be back on the water!
The Mallory Dinghy Championship will be held at The Foundry in Cleveland, Ohio over June 5-6 and all Districts have qualifying regattas scheduled in May to determine their representatives.
The Cressy Singlehanded Championship was unable to be held over the 2020-2021 season, but many Districts have opted to hold their own Singlehanded Championship during the spring season.
The ISSA Board has held monthly meetings to stay abreast of the effects of the pandemic on HS Sailing and to discuss COVID protocols for each district as well as travel possibilities for teams to attend the two scheduled championships. Safety has been the top priority for sailors, coaches and volunteers.

State, County, and Local re-opening guidelines and modifications were published late on April 16th, making the attached Calendar and events possible. We are working on publishing Notices of Race (NOR) and Online Entry Registrations in compliance with these guidelines. Please see the list below for anticipated publish and deadline dates.

We suggest that tentative travel arrangements are fairly easy to make at reasonable pricing when done well in advance and are, in most cases, easily canceled. Last-minute arrangements can be complex and expensive. Thus well-managed contingency plans made sooner rather than later will likely serve our teams best. We wish we could be more definitive further in advance, but that is not the nature of this current pandemic and the related regulatory bureaucracy.
IMPORTANT - To help with the organization of these events, we require that a Representative from each School/Team (Coach or Responsible Adult) complete the below Google Form Survey by Monday, April 18, 2021, at 5 pm PDT. Sooner is better!
The PCISA Board in conjunction with the hosts has canceled the NorCal and SoCal events for April 17-18, 2021. They have been re-scheduled (as previously discussed) for May 1-2, 2021.

Finally, NESSA's goal this spring continues to be to get as many kids on the water sailing safely as possible to further their skill development and love of the sport.
The PCISA Board met again on Tuesday evening, March 23rd. It is noted that things are moving in a very positive direction but that State and County Guidance has not yet moved to a place that allows High School Sailing Events that involve multiple teams and participants from numerous Counties. Several schools, districts, and athletic departments have confirmed their expectation for firm compliance with these guidelines for High School Sailing Teams.
As numerous Counties are moving through the Tiers expeditiously, CIF is advising that they are hopeful for new State Guidelines for High School Sports Events by or before April 13th (See Attached CIF Update). Thus PCISA has confirmed that the Team Race PCC’s will be held on April 24-25 at Newport Harbor Yacht Club and that there will not be a PCISA event on April 10-11.
The PCISA Board and the hosts are currently grappling with the difficulties of potential last-minute developments for the events currently scheduled for April 17-18. We will issue new guidance on these events by April 3rd.
We are feeling optimistic about events from April 24-25 forward and are thus working on how best to use those remaining scheduled dates.

As has been necessary for now over a year, we continue to ask for your patience and understanding as we continue to do everything possible to host High School Sailing Events this Spring in accordance with the guidance and regulations as well as in the spirit of not contributing to negative impacts to the spread or continuance of the pandemic. The PCISA board met last night (3-16-21). We want you to be aware of schedule changes, a requirement for teams wishing to participate in team racing and other important items.
1. The Gaucho Regatta has been canceled for April 10-11.
2. The board would like to attempt a district-wide event on April 24-25. This event may be in Santa Barbara, or it may be moved to Mission Bay. Look for more information soon – note the decision dates in the attached schedule.
3. The board is considering a move of the PCISA Team Race Qualifiers to the weekend of April 10-11, 2021. We believe this smaller event may be possible and free up the previously scheduled weekend for the previously mentioned district-wide regatta.

A decision to hold this event on April 10-11, 2021 will be made by the end of the day on Tuesday, March 23, 2021, and announced broadly by Wednesday, March 24, 2021. IF this event cannot be held on April 10-11, it will remain on April 24-25 at NHYC.
4. The NorCal and SoCal Regattas scheduled for April 17-18 are currently “A GO” since these are regional regattas that do not require an overnight stay nor travel of more than 120 miles. These will be single-day regattas with gold fleet on one day and silver fleet on the other. It is possible that the Gold Fleet Events will be used for qualification for the Gold PCCs. More details will be available soon, and all details will follow final decisions on April 2, 2021. The Registration Deadline for these regattas will likely be Monday, April 12, 2021 at 5:00pm PDT.
5. The Silver and Gold PCISA Championships, scheduled for May 1-2 & 8-9 respectively are still currently “A GO”.
6. There will be Announcements following a PCISA Board Meeting on Tuesday, March 23rd. There will be an ISSA National Board Meeting on Thursday, April 1, 2021 intending to make final decisions on ISSA National Championships. A PCISA Board meeting will follow this. There should be substantial announcements after these meetings.
7. High School Sailing is now allowed in the State of CA if it is also allowed by your local agencies and your school and school district. We highly encourage teams to be out practicing, sailing, and organizing small local races NOW. We are doing everything possible to navigate the travel, event size, and other current restrictions in order to host regional and district-wide events. We encourage everyone’s cooperation in observing all necessary Covid-19 precautions, including asking everyone eligible (Coaches and Parent Volunteers) to be vaccinated ASAP.
With many programs returning to the water full time this week, it's time for an update on what to expect this spring season on the NWISA level.
First, recent developments have led to some updates and changes in our return to play plan (see below). This is our roadmap to a successful restart, thus NWISA expects every program leader/coach to ensure their team (and my events) abide by these guidelines:

Our two district-wide regattas this spring will be our district championships. Until then NWISA will focus on regional regattas and small scrimmages to restart competition.

In order to be considered for inclusion in either or both district championships, coaches/team leaders are expected to have pointed conversation with their team, sailors, and parents about support and willingness to travel and compete at these venues (and potential at the national venue). Once there is assured consensus complete the google form below. Teams that do not complete this form by the deadline will not be eligible to attend districts.

The PCISA Board met on the evening of 2-18-2021. Unfortunately, they voted unanimously to cancel the scheduled Single-handed events for March. The current State and County Guidelines do not yet allow for multi-team (more than 2) sporting competitions, and events with teams from multiple Counties are severely restricted. It was noted that things are changing somewhat rapidly (including some new Guidelines for Youth Sport Events from the CA State Health Dept. on 2-19-21), and the PCISA Board remains committed to holding High School Sailing Events this Spring but will only do so in compliance with State, County, and local requirements. If Covid-19 tracking numbers continue in the current positive direction; in the coming weeks, more Counties should begin moving through the CA State Covid-19 Tier System, and thus more activities should be allowed. And, as more CIF Sports become eligible to compete, we are hopeful that some restrictions will be lifted. PCISA will continue to monitor the State, County, and local guidelines and attempt to adapt our schedule and events, and advise our constituents as soon as possible. To maximize the possibility of holding events, some of the ‘Go – No Go” dates have been moved closer to the preliminarily scheduled events.

If you are no longer involved in high school sailing there’s an unsubscribe link at the bottom of the email, but before you use it, please do forward it to the people currently leading your old team.
FALL SEASON RECAP. When we sent out a survey in the fall, the results made a couple priorities clear: everyone wanted to be safe, but also really wanted to make sure at least some sailing happened. With state and local guidelines on youth sports and travel varying greatly across the Midwest, this meant we were unable to have any MISSA-wide events, but we did what we could to support and promote local regattas and scrimmages wherever and however venues were able to pull them off legally and safely. MISSA ended the fall season with 55 registered teams and with a total of 35 regattas hosted in the district. These numbers represent more than half of all the high school sailing teams and regattas in the whole country for the fall of 2020. Thank you to all the clubs, coaches, volunteers, and parents who made adjustments and sacrifices to pull this off.
SPRING SCHEDULE. The spring season schedule is a work in progress, but we are putting events on the schedule and working to make them happen. The final call on each event will be made as the Covid-19 situation evolves over the next few months. I wanted to share what we know so far. Baker (team racing) nationals are scheduled for May 22-23 in Florida, and Mallory (fleet racing) nationals are scheduled for June 5-6 at The Foundry in Cleveland. We moved the Mallory later than usual in order to increase the odds of being able to fit in a season of qualifiers that includes as many schools as possible. This will allow us to delay pre-qualifiers until April 10, by which time we hope more states will be seeing trends allowing them to ease restrictions. On Thursday, the ISSA national board made the call to officially cancel the Cressy (singlehanded) national championship for the 2020-21 school year. This was originally scheduled for Florida in the fall, then was tentatively set for spring in Rhode Island. A combination of sponsorship issues, venue availability, and scheduling conflicts led us to the decision to call off the Cressy and focus on trying to make Mallory and Baker happen this spring. We will still try to have the MISSA Singlehanded Championship this spring.
As dates for qualifiers and other MISSA regattas become more firm and NORs are available, they will be posted on the schedule on our website. Meanwhile, as always, the planning version of the MISSA schedule is visible to all at http://tinyurl.com/MISSA-schedule. Check frequently for updates as the situation is necessarily fluid.
MISSA ORGANIZATION. MISSA, along with our parent organization ISSA and the other six geographic districts, has gone through a legal restructuring over the last year. The main goals of this process have to do with liability protection and financial and tax reporting. This will not have any significant impact on our regattas, membership, or day-to-day operations, but we will start using slightly different terminology to describe the way we are organized. Each district is making some changes, with the goal of having a consistent governance structure and common terminology to describe it. What we have previously called the MISSA Board, is now called the District Committee, and my role will be called the District Director. Our geographic areas of East, West, and Central will now be referred to as Leagues rather than Areas. Each League will be led by a League Representative, assisted by a League Committee.

GETTING MORE INVOLVED. High school sailing would not be possible without the dedication of so many adult volunteers, coaches, and club/school staff. Each year, I have many people tell me that they’d like to get more involved. There are lots of ways to do this: from serving on a League Committee or District Committee to helping with a local race committee or regatta planning committee. As of 1/31/21 under the CA Dept. of Health Guidelines (and thus High School Sports including CIF & PCISA), the PCISA Board believes that Single-handed Sailing Competition can be allowed under the Purple Tier 1 (Widespread) of the CA Blueprint for a Safer Economy/Covid-19 Plan. Doubled-Handed Competitions are not permitted until the Orange Tier 3 (Moderate). Events are evaluated based on the PCISA Member School Population eligible to participate in an event. Thus, a NorCal would be allowed when all Counties North of San Luis Obispo that have PCISA Member Schools are in the Moderate Tier or below. SoCal's would be permitted when all Coastal Counties South of Monterey are in the Moderate Tier or below. District-wide events (Gaucho, Gold/Silver/Team PCC’s) will only be allowed when all counties where there are PCISA Member Schools are in the Moderate Tier or below.
Decision Date is a date for "Go – No Go" announcements for events and some fundamental format announcements. A variety of Format Changes are being considered (NO decisions have yet been made) to increase the likelihood of events being held and of course, to increase the safety of all events. Format changes being considered include: Silver Fleet One Day, Gold Fleet the other (NorCals & SoCals in particular); No boat rotations and less Division swapping (from A to B & back); Fleet Size Limits; Event Size Limits;
There will be a host of standard protocols published (usually by Decision Date) for all PCISA Events. Likely to include: Outdoor Only; Social Distancing; Masks on Shore; Group Gathering Size Limits; Etc.
Everything is subject to Federal, State & Local Requirements and the progression of the Covid-19 virus.
Should Double-Handed Sailing become unlikely before the end of the Spring Season additional Single-handed Events may be substituted for Double-handed Events.

We wanted to give our PCISA Member Schools, sailors, coaches and parents an update on High School Sailing plans for Spring 2021. Obviously, things in CA (and around the world) remain complicated and ever-changing. Below are some things that are known as of now. Likely, there will be changes, so please stay tuned. We will continue to make every effort to host High School Sailing Events this Spring!
ISSA has changed the dates of the Mallory (Double-handed Dinghy National Championships)
Now June 5-6, 2021 in Cleveland, OH – This opens up some time for District Events in late Spring
ISSA Baker (Team Racing National Championships) – May 22-23, 2021 in Miami, FL
It now seems unlikely that there will be a Cressy (Single-handed National Championship) this Spring. However, we endeavor to host some District and/or regional (SoCal/NorCal) Single-handed events.
CIF (California Interscholastic Federation – Governing Body for most High School Sports in CA) will meet several times from January 19 -25, 2021. We expect them to issue further guidance on Spring plans after those meetings. Although Sailing is not a CIF Sport, most High Schools/School Districts generally use CIF guidelines for all sports. Please see recently (Issued 1-5-2021) published CIF Guidelines attached to this email.
The PCISA Board intends to meet in the last week of January to assess things at that point. We note that as of now, all High School Sailing in CA has been suspended through February 15, 2021. We anticipate that this suspension will need to be extended, and we are currently working on a shortened Spring schedule that would hopefully start sometime in March and extend through at least mid-May.
We anticipate further specific announcements by or before February 1, 2021.
ISSA has published the new ISSA Official Procedural Rules for 2021-2024. A “Study Guide Version-Highlighting Changes” is attached. We would highly recommend that ALL sailors and coaches review these carefully.

We remind all teams that any sailing by students must follow state, county, city and school guidelines. If an event is to be scheduled, it must be approved by the District.

1. Postpone the NESSA Singlehanded Championship (Healy Trophy) until a further notice. Once ISSA decided when and where the Cressy will be sailed, NESSA will provide further information regarding the Healy.
2. Cancel the following NESSA Regattas:

As Head Coach at Point Loma High School in San Diego for 16 years, Steve has led his team to eight wins of both the Baker (team racing) and the Mallory (fleet racing) High School National Championships. Steve has been awarded the Sail1Design Coach of the Year Award and is currently a professional coach and sailor (having won several World Championships).
About Dave Perry: In addition to his long list of racing successes (Collegiate Dinghy National Champion and 2-time All-American and 5-time U.S. Match Racing Champion), Dave is well known for his highly insightful and entertaining clinics for coaches and sailors. Dave was the Athletic Director and coach of several sports at a K-12 Country Day School for 21 years as well, so he understands the world high school coaches work in (a world of conflicting agendas!).

This will be a four-part series beginning the week of May 4, 2020 on the Zoom platform. Each session will be one hour and will run consecutively for four weeks, on the same day of the week for each District. Each session will be recorded, and the link will be sent to each District Director for professional development purposes within their District.

Coaches (one Coach per school) are encouraged to register by Thursday, April 30, to ensure placement in their District’s time slot.
